It's not an accident if it is intentional. And NEVER tell them you have a camera. Let them make false statements to the police and insurance agency. They definitely will not have insurance themselves, but your company will go after them.

No they wont because that's racist. They will pay you for your insurance claim and then jack up your rates. They won't go after the scammers. The police may or may not arrest the scammers. In Texas, they won't arrest them. They might write a ticket. But the prosecutors won't prosecute the case. The worst that will happen is they will get failure to appear and have a bench warrant. The actual crime against you will go unpunished.

If a White person owes them money, then yes, but they won't prosecute illegal spics. You pay your insurance for them not having insurance with an inflated premium.
