So a jew is forced to marry a child under 3 if he rapes her? I'm guessing not. Their literature seems to say it isn't a crime at all.

Now that is an interesting take. I'm not an expert but you might be right. Depends how they interpret that part of the Torah.

It appears that they interpret that part of the Torah to mean that it is OK to rape female babies.
