The Spanish did leave, not the people but the empire was kicked out (by other Spaniards, not mutts, and even one Irishman in Chile, mind you) and the stream of colonists ended afterwards.
The people that stayed behind did not necessarily completely mongrelize themselves (there are plenty of whites in South and Central America) but they were always a minority compared to mestizos. And mestizos were the middle rung of the caste system, castizos were second place, full natives were 4th, and niggers were naturally last place.
The USA has selection bias for Latinos because they're all dirt poor sudra-tier beaners from Mexico (Mexico is actually close to 50% white spaniard, but those people do not move to other countries much now do they?) Or they're Indians from Guatemala or Honduras where even mestizos are a minority compared to natives.
Places like Chile, Argentina, Southern Brazil, and Uruguay remain solidly majority white (moreso than America, sadly) and those people pretty much never go anywhere. America gets the worst of the worst by default. In spain most of the Latinos that immigrate are white exchange students from middle class families in Mexico, Colombia, Argentina, Paraguay, etc. So the selection bias in Iberia proper is actually in reverse. Everyone here still hates Latinos though because of how they speak Spanish
