There is no such thing as a law, only the people who write it, the people who enforce it, and the people who read it actually exist, the law itself does not.
Same thing with government. Only who control the government and those who work for it actually exist, government on it's own is not a thing.
I am Not a sovereign citizen or some other funny farm denizen, I am just pointing out that certain things really can only exist in the minds of civilized people.

That's like saying money is fake.
The more technical term is that law is a fiction. This doesn't mean it's fake. But harping on it's status as a fiction is a pointless ontological argument.

Without either of these things any law(s) are worthless.
