That said, the MOST effective punishment is "negative reinforcement": taking away the things they like until they've complied. "Time out until you're ready to apologize to your sister." "You can have xbox back when your room is all clean."
And of course, the best way to control your children is to behave yourself. Kids do a) what you do and b) what you reward. Showering a kid with pleasures and special treatment because he got injured *is literally teaching him to get injured again*. Giving a whining kid what they want is teaching them to whine.
