God loves us equally, but we don't all start as a blank slate in an equal position. We are all the result of the decisions other people have made throughout the history of the world. That's where evil exists, in the decisions of wicked men.
I'm answering very plainly, that God wants a world where there is true good. Not a world of automatons, not a world with no consequences, a world with true good. And that world requires the free will to choose between good and evil. Those who are tortured and suffer in this life are rewarded a hundredfold in heaven for their goodness, while those who have health and wealth and all the good things here on earth have it much harder; it is easier for a camel to pass through the eye of a needle, than for a rich man to enter into the kingdom of heaven.
Your explanation is actually that the raped kid deserved it because someone outside of their immediate control did something some amount of time ago and led them to that circumstance. I'm saying someone outside of their immediate control did something some amount of time ago, but that person wasn't them in a past life, and that by no means justifies the rape.
A victim of any misfortune is compensated greatly in heaven. A receiver of any fortune in this life has a harder time purifying their soul. That sounds like a pretty good balance of circumstance, dare I say... loved equally?
