This entire thing is about stopping the poaching and trafficking of endangered plants.
So is your plan to just go full Libertarian and open up the "free market" to mass clear-cutting and sale of rare plants from exotic ecosystems for shekels and when the plants all are killed and the high desert ecosystem is ruined, "oh well"? That's shitty.
And if your argument is "oh well the free market would grow the plants locally", that's basically what this already is doing.
