I've learned from a Russian doctor that circumcision was banned in USSR. There was no law, but rabbis were arrested for practicing religious Jewish circumcision without obeying sanitary standards and endangering babies health. In simple words, rabbis were arrested for sucking babies dicks.

I can't find articles about this in English. Only in Russian.

It was probably banned on paper but knowing anything about the USSR, it was just used to go after Karaites, though I have no idea if they even practice mutilation to the same extent that other jews do.
