Yes, it was banned, but not legally outlawed. As I said, a Russian retired doctor told me. So I have found some links in Russian on Yandex.
I know. This doesn't make sense. It's like concealed millionaires. Private business was banned in USSR, but after the end of communism kikes managed to buy everything with the money they made illegally during communism.
It was probably banned on paper but knowing anything about the USSR, it was just used to go after Karaites, though I have no idea if they even practice mutilation to the same extent that other jews do.
