I've learned from a Russian doctor that circumcision was banned in USSR. There was no law, but rabbis were arrested for practicing religious Jewish circumcision without obeying sanitary standards and endangering babies health. In simple words, rabbis were arrested for sucking babies dicks.

No. Rabbis only were arrested. Doctors didn't but they lost their jobs. The point for religious circumcision was anti sanitary practice, this was illegal.
