The greatest historical damage was done by the barbarism of the Nuremberg "trials". Up until that time it was established practice that the leaders of a country defeated in war would not be held personally responsible; for example, Napoleon had to be neutralized but he still wasn't personally punished. Even the Kaiser wasn't personally punished for WWI (and he had a much bigger responsibility for it than Hitler did for WWII).
If the leaders of a country know that when they lose they'll be hanged, they'll get their nation to fight to the bitter end instead of surrendering when the war is strategically lost, costing many more lives on both sides.
