I always find intersections work much fairer when the lights are broken and just flashing orange, everyone seems to just know when it's fair to stop and go and nobody waits as long as normal, even (or especially?) when it's super busy.

Except in that case everybody slows down for it and it disrupts traffic in every direction. The point of lights is that you can design it to keep most people moving most of the time and get people to where they want to go quicker.
So by design if you're going the "wrong" direction you have to wait ages. With no traffic lights everyone slows down a bit but nobody is left waiting ages. So some people are slowed down slightly yes, some people get through significantly quicker but the "right" direction are only slowed down slightly, they still get through pretty quick. The "wrong" direction has cars going through less frequently so the disruption to the "right" side is actually minimal if any at all, but the benefit to the "wrong" side is great.
