Sounds like what communists did in Russia. They had arrest quotas, and when they didn't meet them, they arrested random people. Sometimes they just used the most ridiculous reason to arrest people.
Oh and arrest = 8-10 years gulag with eventual death through exhaustion. And if you survive, congratulations, you lost 8-10 years as a literal slave.
