Well, there is nothing to lose if you learn a new skill or hobby. You can become good at drawing, and it's a matter of practice. If you want to draw "propaganda", you need to become good at it though. Not just the execution, but also the ideas. It has to appeal to people, by being good, epic, aesthetic, funny, memorable.
But it's a matter of practice ultimately. And talent too.
