Take a look at a map of your city, how many rivers and how much of your city is forest? Those are the areas that will swallow and dispose of large quantities of water, while big roads, surface parking, lawns and roof of buildings collect water which must be drained.
How much tax do you pay to your city? The city is responsible for water, sewage and drainage. What type of sewage system does your city have? For instance do you have low flush shitters, or a tank that dumps 5 gallons of water for every flush, causing a whirlpool? Does your kitchen sink have a garbage disposal (meaning food remains are flushed away into the sewage)? Does your city mix raw sewage with drainage water (this one is hard to check, but it maters a lot).
Luckily not all floodings have raw sewage in it, but the trash and various oil and plastic particles laying around on roads and parking lots can be nasty enough if drainage water starts to flood your basement.
China is still a lot worse tho, but being better than China isn't much of an achievement really because it's a shithole country taking every shortcut they can to save money for corruption schemes.
They mix raw sewage with drainage water and was one of the first cities to have water closets, now they try to install low flush toilets, but that will clog their pipes because they were built for 5 gallon flushes not 1/4 gallon flushes. Don't think they have any sewage treatment at all, because if they did they would try to filter all the water, and there wouldn't have been any pollution, yet their rivers are all polluted and full of raw sewage.
Also notice how jew york often gets flooded. Every time there's a normal rain storm they get flooded with raw sewage. Especially low neighborhoods, the metro trains and the jew tunnels.
