The beast rising out of the sea is not a new phenomenon. The beast rising out of the sea is not a onetime past or onetime future event. The beast is always rising of the sea to be conquered by the church.
>Revelation 13:2 And the dragon gave him his power, and his throne, and great authority. 20:2 And he laid hold on the dragon, that old serpent, which is the Devil, and Satan, and bound him a thousand years,
1000 years is not a symbol of time past or time future, 1000 years is a symbol of time IN all time. The symbol of 1000 years shows the timeless realm of eternity. Jesus Christ is always, in all time, binding the devil, so the church can conquer it, as he has conquered it.
>1 John 5:4 For whatsoever is born of God overcometh the world(kósmos): and this is the victory that overcometh the world(kósmos), even our faith.

42 months is a symbol of transition from a lower(earth) state to the higher(heaven) state. 42 months is not set in physical time, it is the symbolic reign of the beast in the Christian's journey to overcoming it.
>Revelation 13:8 And all that dwell upon the earth shall worship him, whose names are not written in the book of life of the Lamb slain from the foundation of the world.
While the beast reigns in the Christian life, the Christian is subject to it. The Christian participates the old Adamic nature that follows the beast, the Christian is yet carnal, experiencing the battle between two kingdoms, the kingdom of death and the kingdom of life.
>Romans 8:5 For they that are after the flesh do mind the things of the flesh; but they that are after the Spirit the things of the Spirit. 6 For to be carnally minded is death; but to be spiritually minded is life and peace. 7 Because the carnal mind is enmity against God: for it is not subject to the law of God, neither indeed can be. 8 So then they that are in the flesh cannot please God. 9 But ye are not in the flesh, but in the Spirit, if so be that the Spirit of God dwell in you. Babylon is the influence of the beast, the dragon, and the false prophet. Babylon is the "power of the air"(see Ephesians 2:2) at work in the church of all times.
>Revelation 13:11 And I beheld another beast coming up out of the earth; and he had two horns like a lamb, and he spake as a dragon.
The other beast rising out of the earth, is the false prophet of religious Babylon. The false prophet of religious Babylon is to be conquered by the church. The false prophet of religious Babylon sounds Christian, it mimics Christianity, it appears to show the right way, it demands that all submit to its religion or die. The Christian chooses death, a dying to all the control that Babylon exercises. Two kingdoms in struggle to reign over the Christian life. The Christian chooses to die to Babylon and live to Christian. The Christian chooses the life and reign of Jesus Christ
>Revelation 20:4 And I saw thrones, and they sat upon them, and judgment was given unto them: and I saw the souls of them that were beheaded for the witness of Jesus, and for the word of God, and which had not worshipped the beast, neither his image, neither had received his mark upon their foreheads, or in their hands; and they lived and reigned with Christ a thousand years.
