Here is wisdom of the ages. This is stuff that used to be common knowledge but nowadays is considered "violent". This is the sort of stuff we used to do to create a peaceful society where you can raise kids.
* Perverted people must be put to death if they act out on their perversions. They cannot be rehabilitated. They are a threat to our entire society. This includes homosexuals, adulterers, rapists, transvestites, etc... The rule is simply this: if you can't keep sex within marriage, you can't be part of our society, at all.
* Tangential to that -- people who tend towards perverted behavior must be dealt with swiftly and powerfully. This ranges from merely talking about taboo topics in public, to behaving rudely towards a woman, or soliciting.
* The punishment for violent behavior is death. Not jail time, death. If you try to kill someone -- you get put to death. Looting, rioting, etc are all punishable with death. No exceptions. Swift trial followed by the death penalty. If we get it wrong -- sorry (not sorry).
* Imprisonment is not a just punishment for any crime. If the crime can't be rectified with reparations of some sort, then perhaps slavery is a good option. If this isn't a solution, then corporal punishment. For instance, if someone steals, they have to repay 2x or 3x the value of the goods they stole. If they can't do this, then they become a slave. If they are a worthless slave and can't repay the debt, they can be sent to work in the slave mines (which is certain death). Some crimes are often committed by retarded people and you can use various forms of punishment that involve physical pain to help them learn not to do those things, but it must be swift. They are, after all, not much different than animals.
* People who are incompetent (meaning, they can't behave well in society) should not be in society. Either the family keeps them hidden away or they are sheltered from society by some benevolent organization such as a mental hospital. There is no excuse for incompetents running around unsupervised. They are not real citizens and they do not have real rights.
* Treason is punishable with death. Treason is pretty simple to explain: It is simply acting against the interests of the nation. That's it. If you try to fight the state, you are committing treason and that is grounds for death. There is literally no reason to subvert the state. If the state has become evil to the point where you have to overthrow the government, that is a one-way road and either you conquer or your die. So don't play games with that sort of thing. Don't actively try to subvert the state until you are sure you are going to win.
In the future, we're going to have to add some things to our list of treasonous acts. I propose that we punish those who intentionally violate fundamental rights with severe punishments. IE, even proposing that a free person should not bear arms is treason. Whatever we were doing in the past clearly wasn't enough.
