Ehhh I think the private institutions in libertarianism or ancapistan would have fees similar to taxes, but they might be voluntary or cheaper or you would have more options
 
Thus, everyone would still be paying for a lot of public services, which would not be at the expense of others, and sometimes this happens with government as well
