No, not at all. Registering to vote is literally giving your consent through terms and conditions to be ruled over. Not voting is not saying "do whatever you want, I have no power anyway." It's simply saying "I give you my consent to rule over me." That's it. If you don't consent, don't vote, don't register vote. You don't have to obey him just because he's "your president" and you didn't vote, but you do if you did vote.
