I went through Brussels years ago and the hotels in the city center needed to keep their front doors locked in the middle of the day to keep the enrichment out.

They would come to the door personally to let you in after seeing that you were an actual/potential guest.

At night the streets were crawling with muggers operating out in the open and seemingly completely unopposed.
