It's not just the US president. Every leader in the world has been photographed with these goons in black. And it's photographed in the same fashion.

The leader is forced to sit down and sign something as the Chabadis oversee his signage. And the leader is usually alone, no members of his cabinet or security detail can be in the shot. It's like watching a leader sit down and sign a formal declaration of surrender.
