They were digging to lay sewer lines for a housing development, so he wasn't alone and it was in a far too public of a place, he basically had no choice but to report it to the police.
And if you look at the pictures in the article it was an absolutely insane amount of bars and coins.

I'm pretty sure this was his legal requirement. If the gold is found to be historical then it has to go to a museum.
