35% of budget comes from income tax and are used for programs on top of that. most of this is military salaries and benefits. the second largest chunk is "health and human" services departments in various states. new york being the biggest offender despite not having that large of an overall population.
corporations, capital gains and use taxes form the remaining 15%.
these are all intentionally separated things. they make no effort to make this clear.
