They're not cops so much as they are public security. It's different in China. Those guys in vests are connected to the CCP. Notice they're mostly older men. They get to strut around town as "cops", but it's really a free paycheck for being a Party loyalist. All the real cops are back at the station sleeping and playing cards. No, really.
