At a certain point of doing every day labor along with (I presume) near constant training drills you become too exhausted to give a fuck anymore. And the more exhausted you are, the more the quality of your work breaks down, which leads to broken shit everywhere. The navy is flagrantly disregarding standard procedures for underway vessels for an illegal war.

That goes for war in general. Even in the thick of the eastern front, german and soviet soldiers did *not* spend very long on the front before being rotated and given leave of absence (provided they didn't just die, and yes, even the red army conscripts).
