Partially unrelated but could someone with knowledge about organizations like the military or police please help me understand what the difference is between a "Deputy Chief" and an "Assistant Chief"? And what is the function of a "Chief of Staff" in this system?

A Deputy Chief takes over when the Chief goes on vacation. They earn almost the same pay as the Chief.

The Assistant Chief assists whoever is in charge. They earn 2/3 of what the chief earns.

The Chief of Staff is an extra layer of management between the Chief and their department heads. They earn as much as the Assistant Chief does.
