It's possible that it works partially, but with a feedback effect. Meaning you can cool the climate for a time, but then it will heat up as a compensation later on.

It could be compared with forest fires. You can have regular, controlled forest fires, and burn up all the material so that forests aren't just vulnerable to fires, or if you stop burning them you have a time of no fires at all. And then something happens and the whole thing goes inferno mode.

But it's more likely that the actual tactic is simple: Heat up the climate to increase the MUH' CLIMATE CHANGE alarmism and justify handing them even more tax money, power and control.

The weather here in Hungary is fucked for a week now, ~38°C continually, no rain, no wind even. And then on Friday, there will be a storm that cools the weather down. This is the type of feedback loop I mean - but on a larger regional and time scale.
