*northern* spanish city. Yeah it's so far north actually that it goes all the way around the fucking planet one full revolution and ends up in morocco. It's an offshoot of morocco that's owned by spain.
Anyways, context for anyone wondering why this is such a shitshow:
Half of the population is already arab (stands to reason, and it might be more. Demographics for ceuta are counted off of language, there are probably quite a fee hispanophone arabs there), but ceuta has always been a contentious place because it's one of the places where the Spanish and Moroccan governments have their couple of times every decade or so pissing match over territory. The Moroccan government encourages floods of immigrants to effectively storm the borders of the city every so often. Why? To be petty and annoying. The entire foreign policy between Spain and morocco consists of being petty and annoying to each other.

The Moroccan government encourages it because they don't recognize spanish suzerainty over ceuta. Spain is surprisingly extremely uncompromising about its territory. To the point that Spain gives full support to Serbia over Kosovo to not legitimize basque or Catalan separatists. Morocco's unwillingness to accept spanish lordship over these cities and islands as well as spains refusal to compromise (not that Spain *should* compromise) is why these things happen so often. Every few years, the ceuta border will get bombarded by Moroccans, then the police deal with it. Rinse and repeat.

Sometimes the police do shoot them actually (and surprisingly) but they get amnesia and will do it the next year, usually in the summer for some reason. Ceuta is like the one border that every political party in spain actually gives a fuck about, but only because it's a political disaster
