the world has given the equivalent of like 20 Marshal Plans to Africa since the 50s. The Marshal Plan was the money given to Europe to rebuild after WW2. All 20 times that did for Africa is increase the population 1100%. Its very clear that aid is not getting the desired result and it needs to stop. But there are too many people skimming the programs for it to ever truly end.
