Go to Africa. Setup a 90/10 deal on resource extraction. Use USAID to prop up the kleptomaniac leader class that agreed to this terrible deal.

They're not wrong.

If they actually negotiated for what their resources are worth we wouldn't need to send them a dollar ever.
