Reminds me of having a dog bark at you incessantly while you're walking. I've had dogs jump out from the yard and bark at me, and continued to follow me and bark constantly until it decided it had enough. Sometimes reacting in a threatening way doesn't drive it off and it just makes it more determined to follow you.

Just like niggers. Most often the only response is not to engage at all.
