a lot of these people are pulling the taxpayer funded daycare scam. the government massively expanded subsidies for operating daycares, so people (mostly women) quit their jobs to open up a daycare, out of their own home, where only the only kids enrolled are their own children. states administer the programs and get to make up their own rules, while the US taxpayer funds it through reimbursement programs.
so you can have lenient states that waive practically all requirements (especially income), while other states have meaningful requirements. like if I moved to minnesota right now, my wife would easily bring in another $20k+ a year just by filing some paperwork. but my state has a low income requirement that basically requires we're in poverty to qualify. federal government really needs to stop backing these shitty programs.
