The aztec, Mayan, and Inca temples are genuinely marvels of engineering that are done with a level of precision and care that it makes it seem very bizarre that their descendants are the way they are. Native Americans are naturally effectively partially white and majority east asian, there's no reason they should be dumb at all, but we can see the iq scores. Maybe there was some kind of dysgenic process that took place before the Spanish arrived, or maybe they became more base and ignoble because the Spanish eliminated the nobility and the intellectual class. Maybe it was the transition to a diet almost exclusively made up of corn and its effects over time. Probably all of the above.
Well I'm kind of getting ahead of myself. I think the real answer is pretty simple. All of these tribes were pretty damned isolated from each other and it's quite likely that certain tribes just valued intelligence more than others and then became dominant. Obviously, these dominant tribes went extinct because they opposed the Spanish and the average Latino today is a descendant of the tribes that were inferior. A similar reason as to why the American nigger often seems more retarded and niggerish than the African nigger.
This was probably the case in Europe too at one point. I imagine that the agriculturalists found the hunter gatherers to be quite stupid compared to themselves. However, Europeans were homogenized by becoming effectively one cultural unit marching to the same drumbeat as well as having our genetics significantly changed, both because of the indo Europeans. Hence why intelligence variables are so low in Europeans despite the huge climate difference north to south, as well as severe geological isolation (caucasus, alps, Pyrenees, North sea, English Channel, etc etc). In any other situation this would have led to enormous genetic differences in the people of Europe
