So, *not* a democracy...
I honestly can't stand the "I don't care about politics" attitude. We live in countries where policy is determined by the will of the people and 90% of those people can't be arsed to pay minimal attention, let alone engage. If you don't like that, you deserve to be a slave.
And yes, policy *is* determined by the people. When you don't engage, your vote goes to whoever is the most willing to claim to speak for you. Their decisions are still *your* fault.
*This* is why democracies fail; there's nothing instrinsically wrong with them, but they will *always* fall apart without good people working towards the good of the nation.
Yes. There should be a few, smart, dedicated people who seek the best interests of the people. Basically a Geniocracy, but *somehow* made to work. It's not easy though, but at least you'd have smart people in charge rather than a caste of psychopathic pedophile theater kids who are in the money, status and wealth.

Which also means, if *we* are in charge, they'll be neutral as well. Or if they see the value in joining and supporting us, they'd do it voluntarily.
But as of today, in many countries it's hopeless. You cannot vote your way out of the misery they imposed. The only way is organized violence and/or terror, and a whole lot of it.
