To kill a Cerberus (three-headed dog) you cut off the three heads.
To kill a Chimera (fire-breathing three-headed monster) you cut off the three heads.
To force regime change, you remove the head of the leader, the head who replaces him, and the third head who replaces them both. No one sticks their neck out after three heads have rolled.
