Where I am, niggers in Section Ape get a stipend for their HVAC bill. But if they don't use any heating or air they can go to the leasing office and get paid cash for the energy they saved, so these nigs just keep their apartments and townhomes fucking roasting at 95 degrees in the Summer so they can cash in for gibs.
