Yes I have for years. Somehow, the get sprayed with poison. I had planted an apple core one year in a very out of the way location. 7 years in and it bloomed one spring. The bastards from Parks and open space cut it down but left other non native trees untouched. I've done the same with asparagus seeds, raspberry transplants and numerous other plants. Mysteriously, they all get cut down or sprayed with Roundup. I know they've been sprayed because of how they die and almost instantly. Nothing else around those plants gets touched. I saw them cut down the apple tree. This is in Colorado, so I don't think they want to allow you to grow your own food

That soil will be toxic from council weed poison and vehicle exhaust emissions - and especially high in lead content from car exhaust emissions from before 1990.

not a bad idea provided your plant the right crops
as for apartment growing just get green onions, they literally regrow after each harvest so you basically have an infinite source of seasoning veg for soups and fried meals, garlic is also a fine choice and it will scare away insects
Most of our "conserved" lands have been poisoned in this way.
