Precisely. It's a multi part strategy. It starts with the IMF rigging international markets to create outward emigration pressure. Then you get large multinational companies to do a bunch of hiring, promotion, and visa management. It also helps if you can destroy border security across the world.
Once that's in place you have basically an open pipeline for these people to flood outwards into the world and work for half the rate of the citizens they're intended to replace. Half of them are "legitimate" and the other half are "illegal aliens" but the point is the same. Indians do _slightly_ better than other countries because they do have a bit of an education system and they're not _quite_ as poor as everyone else.
Then if you examine the elite's current and clearly intended security posture, once they've reduced wages and pushed a majority of the population into the new form of digital serfdom they're trying to create, they're going to throw the switch backwards and lock everyone down where they are and the borders will be there to keep people in just as much as out.
If you doubt this look at what US tech companies are currently selling to China. If you know where to look you can see their entire set of tendrils wrapped around the planet and it telegraphs _precisely_ what they're trying to do.
