Perhaps she cannot be charged with accomplice (investigation necessary did she know him?) but she definitely seems guilty of accessory to a crime. Charge her.

Well it's late for that. Now find out who she is and dox her and spam police office with calls, letters, emails demanding she be charged. Contact district attorney give them the accessory to crime legal definition and code and evidence she committed the crime and demand that justice be carried out and that they faithfully execute the duties of their office that they took a sworn oath to do.

I realize we live in ZOG and nothing will come of it. But make a spectacle of it. Expose them further for their anarcho tyranny and selective enforcement of the law. If young guys can go viral suing bricks and figs over stolen legos, then shit like this can go viral too.
