my understanding is that the USA treasury is separate from the Federal Reserve and its member banks?
We often hear about Fort Knox and conspiracies how much gold the U.S. Treasury has but that is not the federal reserve. If the gold belongs to the federal reserve that means it does not belong to the USA citizens or their government.
