Yandex was 'Russian,' but the HQ was moved to Isreal at the start of the Ukraine conflict. Make of that what you will.

Founder Arkady Volozh, who moved to Israel in 2014, stepped down from Yandex and now leads this international entity, which focuses on global artificial intelligence (AI), cloud services, and autonomous driving.

Sounds like the little rat sold off the Russian company and took some assets with him to start an Israhelli competitor to AWS/ CloudFlare and Tesla.
