IMO this one is the hair. Good, well-framed hair makes or breaks how attractive you look. Putting it in the back with that kind of face, at that angle (notice it's slightly low) definitely does not make a good picture.

Agree. Swap how her hair is done in each photo but leave the faces the same, and I think she'd likely be more attractive in the bottom one.
