I like the idea of wearing a small backpack that allows you to have at least one plate in it. Super inconspicuous, multi purposed, and can easily be swapped to your front, and worn while out and about without anyone being the wiser.

Look specifically at laptop backpacks. Most have a perfectly sized "laptop" slot sitting against your back when worn.

They make backpacks and plate for that specific purpose, but you could just get a sturdy traveler backpack with a laptop pouch and put a lightweight level 3 plate there as well.
