All they have to do is just start mercilessly unloading into these crowds of yns with rubber bullets and tear gas, and/or unleashing packs of police dogs upon them. Eventually they will decide on their own that it's not fun anymore/not worth it. They have everything they need to do this, except for the willingness. They just need to stop being absolute cowards and solve the problem.
