They get SBA and FHA grants and preferential loans even when they are not permanent residents. They do this through leftist NGO fraud and literal identity fraud and theft.
And the cars are registered under ITIN which allows them to get vehicle registration without a valid drivers license. And also allows them to run businesses with $0 wages so they avoid income tax.
