Christ tells us to love our brethren, a direct citation from Leviticus 19:18, so it's obviously not the whole law. "15If you love Me, you will keepe My commandments." (John 14:15).

There were Edomites in Judea during Christ's time, and they obviously aren't brethren of Israelites.
