Boycotting the importation of flouride isn't necessary, even though it would help. There are more than one ways to skin a cat.
While political discussion is usually confined to whoever's POTUS, what's much more significant is LOCAL! Town board meetings, city council or whatever you've got set policy or at least make recommendations to your Mayor. This grass roots level truly is the backbone of our Country.
Just because flouride is imported doesn't mean YOUR town needs to pump it into everybody's house. A growing number of municipalities are quitting the habit, but not nearly enough.
