That's a Hebrew parallelism, two sentences that mean the same thing, so neighbour is one of your own people. That word for neighbour in Greek has different meanings too, racial. Even what you mentioned is related, though you said it a bit differently.

In the OT, God is married to Israel, and has not dealt so with any other nation, and is even praised for it (John 13:35).
