Likely because blacks survive in their natural setting along more "survival of the fittest" rules. Weak blacks don't live long in sub-Saharan Africa. She is doing the developmentally appropriate thing for her people and forcing the young to get bettet, or die off quickly so they don't waste resources.

In this light, you can almost appreciate how she get close, but does not actively touch or hurt, the young child. Imagine you're watching a nature documentary on a different species and the narration states how her actions ensure the youth grow strong and capable of survival. Her actions are appropriate and expected for her race.

Just, not appropriate for ours. Not for our civilization. This truth of incompatability and the unwillingness of some to accept it underlies many of our modern problems.
