It would be cheaper , quicker and more effective to offer $20K cash for getting a vasectomy. In 20 yrs the black population would be in a sharp drastic decline. Heck and even lower the age limit to 7 on mother’s approval. Watch these ghetto moms neuter their own sons for spending cash. Extend the offer to girls who want to get their tubes tied.
